Grape leaf galls from Timothy in SC

I’m not even sure if this is a plant, but I noticed the growths on this leaf, which appeared to be plant-like. I have yet to find anyone who knows what this is, I reached out to SC DNR a few times with no reply. I took this photograph in June of this year (2019) on the Foothills Trail, a short distance after the entrance to the trail across from the parking area for Sassafrass Mountain.
