Hi Arlis,

those are flower buds in the picture, and they will open into attractive flowers.  It is the downy yellow false foxglove, Aureolaria virginica, a nice native plant, related to the snapdragon.  You can find out more about it here: http://www.plantsinusa.com/show/plant/Downy-Yellow-False-Foxglove/11085
